Confirm Federal BCDF Departure

Contact the facility or USMS as appropriate for current physical custody. The court order explains legal status, while the custodian record establishes the actual handoff. A judge's authorization may precede processing, transportation, or resolution of another hold. Do not use the order time as an assumed exit time.


BOP Release Status Meanings

The BOP Inmate Locator covers federal inmates incarcerated from 1982 to the present. Search by register number for precision or use name fields. A historical entry with a past release date and no facility supports release from BOP custody. It does not rule out state, immigration, or another custodial authority.

A future date is projected and can change. “UNKNOWN” may describe pretrial, unsentenced, or civil-commitment circumstances. “IN TRANSIT” is not release. Community Corrections Management can still reflect a BOP custody arrangement. BOP statistics also distinguish releases from transfers to another jurisdiction, reinforcing the need to find the receiving authority.

ICE Detainee Status Checks

The ICE Online Detainee Locator searches by A-number and country of birth or by full name, date of birth, and country of birth. Enter exact information and account for name order and spelling. A no-result response is inconclusive because recent booking, transfer, age or scope limits, input error, or another DHS component may affect coverage.

Contact the relevant ICE Enforcement and Removal Operations office when the locator does not resolve the question. Immigration departure can involve recognizance, bond, an order of supervision, monitoring, transfer, removal, or another authority. Use the official ICE custody or release record and the immigration case source where applicable. Do not describe every disappearance as release to the community.


BCDF Outside-Agency Records

Send the Sheriff a narrow Kansas Open Records Act request for the BCDF booking and departure event. Ask for the booking number, arrival and departure times, outside authority, release or transfer type, and publicly releasable destination. Request electronic copies and ask for the specific statutory basis for withheld portions. Federal records beyond public locators use the responsible federal agency's process, not KORA.

Kansas agencies generally must act by the end of the third business day, though production may take longer and reasonable fees can apply. For BOP material beyond the locator, use the Department of Justice or BOP federal FOIA route. For a certified federal order, use the federal court. Matching records from each custodian avoids forcing one agency to explain another's action.

Federal Transfer Versus Release

Transfer changes the place of confinement or custodian. Release ends a named agency's physical custody, but supervision or another hold may remain. Bond allows departure subject to conditions. Recognizance uses a promise and conditions rather than secured payment. Removal is an immigration action and should not be casually described as ordinary community release.

The safest public statement is narrow: BCDF reports that its placement ended at a certain time and identifies the receiving authority, while the federal docket or agency record reports the legal action. Avoid the unsupported phrase that the person is free. Separate systems may remain active after Stone Road custody ends.


Federal Holds After BCDF

One authority can permit release while another lawful hold prevents departure. A federal court release order does not resolve an unrelated state, county, or immigration hold. Likewise, completion of a BOP term can lead to ICE custody or another jurisdiction rather than the community. Ask each custodian what authority controlled its action and where custody went next.

A detainer is a request or notice tied to another authority's interest in custody. Its effect depends on the actual order and agencies involved. Do not guess from the label alone. The BCDF departure record, receiving-agency confirmation, and applicable docket or order together provide the most defensible account.

PACER is a court-record service, not a live custody locator. BOP is not the proper first search for a federal defendant who has not been committed after sentencing. ICE ODLS does not report ordinary USMS or BOP custody. These boundaries explain why one no-result cannot prove that a Butler County detainee was released.


Reconstruct a BCDF Federal Handoff

Build a short sequence from records made by each custodian. First, note the date of the newest Sheriff roster and do not call it a release list. Next, request the BCDF booking and departure event, including the outside authority and receiving agency where public. A person held for USMS while a federal prosecution is pending may never have a sentenced BOP record. Likewise, immigration detention requires the ICE route even when BCDF supplied the bed.
